A random address is fixed based on the "H" level time of the RND pin during IC oscillation. Random address is captured at the fall of the RND pin, and voice playback commences. Therefore, when power is turned on, or when RESET is input, the phrase at fixed address "0001" is played while the random counter remains initialized until random playback is initiated.
