EEPROM enable register
This register should be filled with 55AA in EERPOM register 0
and 1. IP178C will examine the specified pattern to confirm if
there is a valid EEPROM. The initial setting is updated with
the content of EEPROM only if the specified pattern 55AA is
found.

MII register 0 is software reset register. User can reset
IP178C by writing 55AA to this register.
