Portx adds a VLAN tag defined in vlan_tag_x to each
outgoing packet
Bit 0
1: port0 adds a VLAN tag to each outgoing packet.
0: port0 doesn’t add a VLAN tag.

1: port1 adds a VLAN tag to each outgoing packet.
0: port1 doesn’t add a VLAN tag.
