DHCP_DISCOVER, the dhcp server sends the network parameters in a
DHCP_OFFER message.

The SPEAr device then shows its willingness to accept the network parameters
received from the DHCP server by responding with DHCP REQUEST message.
4.
The DHCP server responds with DHCP_ACKNOWLEDGE message and completes
the DHCP protocol.
5.
Next, the device initiates the TFTP protocol and sends a request for the "xloader.bin"
file. The TFTP server running over the network whose address was provided in step 2
must have the xloader.bin file in it's TFTP boot directory.
