ER capacitor diagnostic
This step aims at verifying the integrity of the energy reserve capacitor (ER CAP). This is achieved by measuring
the following quantities:
Effective capacitance value of CERBST electrolytic capacitor.
Equivalent series resistance (ESR) of CERBST electrolytic capacitor.
