The PADS (pads_mac7202) module contains all of the pad instance. It contains no pad
control muxing.
The PTI (pti_mac7202) contains the highest priority pad control muxing (i.e.-it
may override any pad control signal). It controls the pads based on test modes.
The PIM (pim_mac7202) is the Port Integration Module
and has the 2nd highest priority pad control. It selects
between the Peripherals and internal GPIO registers.
The CORE (core_mac7202) contains all
peripherals, and their pad control signals.
