Both TOH and TOHEN are sampled using the rising edge of TOHCLK. TOH bits are only inserted if TOHEN is asserted. At block 8 of each M-subframe either the F4 bits or the stuff opportunity bits are inserted depending on the setting of the SBOW bit in the DS3-TRAN Configuration Register.
